The club have confirmed that Edwards will be with the club until the end of the season, but is ineligible to play against Chelsea this week.
Norwich travel to face Chelsea at Stamford Bridge on Wednesday in a FA Cup Third Round replay, after drawing at Carrow Road in the original fixture.
Edwards was not registered to play in the clash at Carrow Road, meaning he is unable to face them in the replay. He could, however, make his debut against Sheffield United next Saturday.
The attacking midfielder has played one senior match so far in his career, which came against Gillingham in a League Cup clash for Tottenham.
The 19-year-old is a likely replacement for Alex Pritchard, who joined Huddersfield for £11m last week.
