The Scotland youth international joins City on a free transfer.
The club have unveiled him as a Norwich player heading into the 2019/20 campaign, signing an initial two-year contract at Carrow Road.
Canaries boss Daniel Farke has made numerous signings to his squad so far this summer, with Gilmour now the latest addition to the Norwich set up ahead of their top-flight return.
Norwich secured their promotion to the Premier League last season as they won the Championship title – ending the campaign on 94 points, five clear of second-placed Sheffield United.
Gilmour has been capped by Scotland at various youth levels, going from under-15’s to under-19’s and made his Arsenal first-team debut last season.
He played twice in the Europa League for Unai Emery’s side on their way to the final of the competition, before being released by the Gunners after 14 years at the club.
