The club have confirmed that Fitzpatrick will begin the 2019/20 campaign in the under-23 set-up.
This is despite his impressive performances in the Scottish Championship last season, racking up four goals and seven assists in the league for Thistle.
Scottish giants Celtic and Rangers had been linked with a move for Fitzpatrick, but Norwich have moved quickly to bring him over to England – further boosting the quality of the academy side at Colney.
Rocky Bishuri, Rob Nizet, Archie Mair and Daniel Adshead have all also joined the club’s under-23 squad in the past month, following Norwich’s promotion to the Premier League.
Norwich also added a player to their first-team squad on Friday, signing Ralf Fahrmann on a season-long loan from Schalke.
