The report claims that Norwich have ironed out a deal with Wednesday for the signing of Rhodes on a season-long loan, after weeks of negotiating.
The move was reportedly off the cards last week after the clubs could not agree a loan fee, with the deal now being resurrected.
Rhodes scored five goals for Sheffield Wednesday last season, although he struggled to find a regular place in the starting line-up.
The arrival of Rhodes is expected to spell the end of Nelson Oliveira’s career at Carrow Road. The Portuguese forward reportedly has a strained relationship with Daniel Farke.
