Reports earlier this week also claimed that there will also be an option to make the deal permanent in the summer.
Wildschut has been frozen out of the first-team picture by Daniel Farke, with Cardiff now offering him a route out to gain regular game time.
Norwich signed Wildschut in January 2017 for £7m from Wigan as a replacement for Robbie Brady, who joined Burnley for £13m.
The Dutchman has failed to live up to the hype since then, netting twice – against Bristol City and Sheffield United – in 29 appearances for the club.
Alex Pritchard to Huddersfield in a £12m deal is the next deal that is expected to go through this week.
