Naismith has played three matches for Norwich this season, with two starts in the Championship and one in the League Cup.
He has been frozen out of the first-team picture by Daniel Farke and looks set to leave before the end of the month.
Reports last week claimed that Naismith was willing to play for Rangers in Scotland for free, though that no longer appears to be the case.
Former Norwich striker Kyle Lafferty joined Hearts last summer and looks set to be reunited with his former teammate Naismith.
Lafferty and Naismith played together at Rangers and Norwich, with the pair potentially lining up for Hearts for the second half of this season.
