Goldson has found game-time at Brighton hard to find of late, given the form of, Markus Suttner, Uwe Hünemeier and Lewis Dunk.
The 24-year-old was only able to play five Championship games last season as Brighton were promoted to the Premier League.
This was after making 24 appearances the season prior, although injuries have stunted his progress at times.
Norwich are looking to set to complete the signing of Grant Hanley later today, with Goldson possible joining him.
